R7000 Internet Speed not the same as Modem

Hi all,
Read through a few threads here about a similar issue, some are a little out-dated regarding the "preferred firmware" people have tested and gotten the best results with.
ISP: Spectrum - 1Gig speed package
I had Spectrum out earlier this week and they found a few issues with the modems line. That was all corrected and retested and showed improvement. From the modem directly, I pull down ~950Mbps and upload ~55Mbps
Once plugged into the LAN port of the R7000 I never get more than ~250Mbps down and ~40Mbps up
- The desktop has a gig network card and Windows recognized that and the gig speed is negotiated in the adapter status
- Last month, my hard wired desktop was pulling the proper speeds around 900Mbps down and 50Mbps up without issue
I'm just not sure what would have changed or caused an issue
I did upgrade the router firmware to the latest last week hoping that would help, but it did not.
Is there a firmware version I can roll back to that's better?

Factory reset the router.
during the reinstall, make sure to leave qos, access control, traffic monitoring, and parental controls disabled.
that router is 9 years old and needed cut through forwarding (ctf) to hit gigabit speeds. those services disable it.
so try that and then test the speeds.

What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
How are you speed testing? Wired or wireless speed testing?

ISP Modem: Looks to be Spectrum branded - EU2251 DOCSIS 3.1 eMTA

Also, make sure ipv6 is enabled. I've also seen that cause a few slow downs.

Should the factory reset be done through the UI portal or the paperclip button on the back?
Which is preferred? Assuming both accomplish the same task, but I never know with NetGear sometimes.

Either should work. Its just to force the router to reset the CTF. Sometimes even disabling those services doesn't re-enable it and thats where the reset comes in.

Beautiful!
Factory reset is complete
Set the router back up with my usual settings
Made sure Traffic Meter, QoS, and Parental Controls were off
Now pulling down over 900Mbps and 50Mbps up over the wire
