SXR30 remote access
I want the ability to remote access my SXR30 router, at least the ability to reset the router remotely. Is this possible?

The SXR30 is in a "Pro" device in a class of its own. Unlike most Orbi devices, it does not support the Orbi app. Instead you need the Insight app for whatever remote device you want to use.

If the Insight App does not provide the feature you want, the SXR30 supports OpenVPN to provide access to the local network from the internet.

If rebooting the router is the only reason to use remote access, some users have employed a Smart Switch. Although smart switches are accessed through the WiFi network, most of them keep their schedule on the switch itself (as long as electrical power is on). For example, a schedule could be set up to turn the switch off at 9:01am and turn it back on at 9:02am.
Most customers prefer the network to remain available 24/7. Years ago, it was common to include a feature to reboot periodically, but this feature has largely disappeared as customers install more and more "smart" devices that rely on network communication.

Yes, of course: Browse to https://insight.netgear.com/#/devices/dash and mouse-over the device in the list. To the right, you will see a (Restart) button.
