Fs728tpv2 unable to access web interface over VPN

A - wasn't aware of that setting so have no idea,
B- the switch is connected to the router via port 28, a gigabit port, ports 1-24 are used to connect to ip phones which are 10/100, with pc's connected to secondary port on those phones.
