I'm facing the same issue as in this topic, but it doesn't seem like there was a solution for this provided before.
I need to unplug all ports, reset the device and then turn it on again.
GS105PE is powered by Fortigate 81E with POE/+ ports.

For the record, I'm having the exact same problem as stated in this topic as well as the linked one when powering the GS105PE with an HPE OfficeConnect 1920 PoE+ switch (provides up to 30W per port,) except I can't get my Netgear GS105PE to *ever* show a green PoE light on port 5 or provide power to the PSE ports but for half a second at start-up. Latest firmware loaded (V1.5.0.4) and factory reset performed with no effect.
I'm on hold with tech support now...
