Summer Time Configuration

  • improve the description of the fields to be
    • "Offset Minutes" instead of just "Offset"
      because this is misleading as one assumes "Hours" (as it is in "Time Configuration")
    • also slightly better 
      "Time Zone Name" instead of just "Zone" (as it is in "Time Configuration")
